The last Portnoy album has some good material like The Count of Tuscany and The Best of Times, though I think Panic Attack is still above it. Most of DT's work after the 90s is pretty inconsistent (especially after Portnoy left).

This song rules. But yes, it is definitely influenced by Muse. First of all, DT explicitly confirmed that Muse was an influence on them, and secondly, just listen to it. The main riff sounds a bit like the ones from "Stockholm Syndrome" and "Assassin", Rudess' keyboard arrangement sounds like something Bellamy would play on piano, and LaBrie even imitates Bellamy's singing at parts (especially the "tried to hide" part). That said, as a person who has suffered from various anxiety issues at some points (though not usually this severe), this is yet another DT song that hits close to home. Not the best on Octavarium (that would probably be the title track) but it's still a highlight.
